What is MiCA authorization and why does this list matter?

The Markets in Crypto-Assets Regulation (Regulation (EU) 2023/1114) is the EU's comprehensive framework for crypto-asset markets. It took full effect on December 30, 2024, creating a single EU-wide licensing regime for crypto-asset service providers. Before MiCA, CASPs operated under a patchwork of national registrations -- a German BaFin license did not entitle you to operate in France, and a Lithuanian registration carried different requirements than an Irish one.

MiCA changes this. A CASP authorized by any national competent authority (NCA) in the EU receives a single passport to provide its authorized services across all 27 EU member states plus the three EEA countries (Norway, Iceland, Liechtenstein). Authorization requires meeting uniform capital requirements, governance standards, conduct-of-business rules, and -- critically for compliance teams -- anti-money laundering obligations under the EU's Transfer of Funds Regulation (TFR, Regulation (EU) 2023/1113), which implements the crypto Travel Rule.

This register is the definitive answer to "who is authorized?" When evaluating a counterparty, onboarding a new exchange partner, or assessing whether a CASP can legally operate in your jurisdiction -- this is the primary source. If a CASP claims MiCA authorization but does not appear in the ESMA register, treat that claim with extreme caution.

Germany remains the largest home state in this table with 73 records, followed by France (35), the Netherlands (29), Cyprus (26), and Malta (22). The ranking reflects both early national crypto regimes and the pace at which NCAs have processed MiCA applications.

The current CSV includes 26 home states. Greece, Hungary, Poland, and Romania do not appear as home states in this ESMA file, while Iceland, Portugal, and Sweden each have one listed record.

What services can MiCA-authorized CASPs provide?

MiCA Article 3(1)(16) defines ten categories of crypto-asset services. Each CASP is authorized for specific services -- not all ten. The table below shows the service categories and how many of the 329 listed records include each authorization in the ESMA CSV:

Custody is the most common service authorization in this table (219 records), followed by transfer services (202), exchange of crypto-assets for funds (181), and order execution (169). Operating a trading platform remains comparatively rare (21 records) -- reflecting the higher capital and technical requirements for multilateral trading venues under MiCA Article 68. Rows where ESMA provides description-only service text are mapped to the corresponding MiCA service category; rows with no service information are shown as unknown.

What is the MiCA transition deadline?

MiCA's transitional provisions (Article 143) allowed CASPs that were operating under national law before December 30, 2024 to continue providing services during a transition period. The maximum transition period was 18 months, ending July 1, 2026. As of this August 17, 2026 refresh, that maximum period has passed, and any CASP without MiCA authorization must cease operations in the EU unless a narrower national transitional position applies.

The 329 ESMA records still represent only firms and records that NCAs have reported into the interim register. The register can continue to change as authorizations are granted, amended, or withdrawn.

Why sanctions screening matters for every authorized CASP

MiCA authorization is necessary but not sufficient. Every authorized CASP must also comply with EU restrictive measures (sanctions), as implemented through Council regulations under the Common Foreign and Security Policy. The EBA Guidelines on restrictive measures include EBA/GL/2024/14 for institutions and EBA/GL/2024/15 for PSPs and CASPs performing transfers of funds and crypto-assets; they apply from December 30, 2025. Separately, EBA/GL/2024/01 amended the ML/TF Risk Factors Guidelines for CASPs and is not the restrictive-measures guidance.

The Chainalysis sanctions oracle -- the most widely used free on-chain screening tool -- checks addresses against OFAC, EU, and UN sanctions designations. It provides address-level lookups suitable for basic compliance checks. However, for CASPs subject to EBA restrictive-measures guidelines, the requirements go beyond address screening: you need documented procedures, match-handling workflows, audit trails proving each screening event, and the ability to demonstrate compliance to your NCA during supervisory reviews.
